EL RANCHO FLORIDA HOMEOWNERS ASSOCIATION, INC.

Regular Meeting – March 10, 2015

The regular meeting of the Board of Directors for the El Rancho Florida HOA, Inc. was held on March 10, 2015 at 6:00 PM at 280 Sundance Circle.  Present for the meeting were:

Jack Wasserbach – President

Rex Emenegger – Vice President

Kate Pickford – Secretary

Teri Roberts – Director

The meeting was called to order at 6:00 PM.  Also present was Marsha Moreland, Administrator.

 

MINUTES:

A motion was made, moved and passed to approve the minutes of the Annual meeting on February 10, 2015 and January 15th as written.

MORELAND’S CONTRACT:

A motion was made, moved and passed to hire Marsha Moreland as an employee and go thru the Payroll Service to cut the check, do payroll reports and W-2 at the end of the year.

DITCH REPORT:

At the Pioneer Ditch Annual Meeting there were 8 homeowners from El Ranchos Florida present, Tom Fiedler of the Water Conservancy District and Rex.  The Pioneer Ditch Company stated that there needs to be head gates on Laterals A, B & C and at each lot pulling water there needs to be a measuring device.  A head gate is approximately $1500/ea. at Basin Coop.  It was agreed that the HOA will hire a ‘Superintendent’ for regulating the ditch at $3,000 for the season.  The Pioneer Ditch will also go on an ‘alternating’ schedule for water delivery.

 

Rex reported on the great response from the meeting of the owners on the Laterals of the ditch.  All are in favor of the organization by the HOA to have Eric and Rex manage the improvements to the ditches.  Costs were discussed and each will be billed an equal share of their lateral improvements.  Expenses will be paid by HOA and reimbursed by the lateral owners to the HOA.  A second meeting will be held on March 15th, Sunday at noon.

 

ANNUAL MEETING DISCUSSION/FOLLOW UPS:

  1. Rules & Regulations – The Board reviewed the revisions for the Rules and Regulations after receiving input from those present at the Annual meeting.

A motion was made, moved and passed to approve the new Rules and Regulations with the discussed deletions from the Annual meeting.  Marsha will update the website.

 

  1. Appoint Officers – A motion was made, moved and passed to have Board Officers remain the same as last year.

 

METROPOLITAN DISTRICT UPDATES:

  • Water – 2015 will be a year of construction in the subdivision.   Construction will go for 150 days thru to September 15th.  With the bids received it appears that there may be some money left over to do additional work.  There is a 20% contingency on the project.  The contractor will be putting in the line, disinfecting it, pressure testing, and tapping in services.  Residents should not be out of water for more than a couple of hours when they are shut down.  Mobilization will be April 17th and equipment will be stored in the common areas with a construction trailer down at the pond.  Homeowners can expect that there will be inconveniences at the pond area.  The HOA may want to discuss how much and when improvements to the beach should be done with all the construction activity.
  • Roads – There will be no mag chloride application or gravel applied this summer due to the construction work being done.

After a brief discussion it was agreed by the HOA to proceed with sand for the beach area at the pond.  The batteries on the gate are fried, according to Rex and need to be replaced for about $500-1,000.  Repairs may wait until Fall with all the construction work going on.  There being no further discussion the meeting adjourned at 7:15 PM.
