EL RANCHO FLORIDA METROPOLITAN DISTRICT

REGULAR MEETING – JUNE 1, 2011

 

A regular meeting of the Board of Directors for El Rancho Florida Metropolitan District was held on June 1, 2011, at 6:00 PM  at 755 E. Second Ave., Ste.2A.  Board members present were:

Steve Swisher – President

Jack Wasserbach – Vice President

David Ships – Treasurer

Robin Boucher

Also present was Ray Smith – Water Operator and Marsha Moreland – Administrator.  The meeting was called to order at 6:00 PM.

 MINUTES:

A motion was made, moved and passed to approve the Minutes for April 11, April 28 and May 4, 2011, as written.

 WATER REPORT:

There was a major water leak next to the culvert under the irrigation ditch right by Connie Eckerman’s drive.  The leak happened on May 31 at Cassidy Drive and Ranchos Florida Drive.  Ray was able to maintain the tank level over the holiday but the pumps were running continually.  No one was available to respond over the holiday to do the repair so Ray monitored the leak over the weekend.  Bonds Construction was available on Monday to do the repair.  It turned out to be 3 leaks in the line that were repaired at ‘repair couplings’ that had rusted and broke in a 13’ length of pipe.

The line was actually ‘irrigation pipe’ and was replaced with 200 psi pipe.  The Board discussed with Ray about having a ‘Repair Log’.

Ray would like to begin putting in isolation valves so that the whole subdivision is not turned off when repairs are needed.  No valves are to be put in the roadways when they are installed.  The Board discussed with Ray about having several lengths of 20’ pipe (4”-6” size) for use in emergency situations along with couplings, pump, etc.

The CCR’s are completed and ready to mail out before July 1st.

There was a 47% deviation in the water sold vs. produced.  The leak at Cassidy Dr. and Ranchos Florida Drive was the biggest contributor of the deviation.  Testing will be happening in July-August for the annual monitoring.  MPA Testing will be 3 tests a year which will be due in June-July in anticipation of re-classification of the water system.  They run about $300/ea. and are done by a certified lab in Grand Junction.

Ray will have the Sample Monitoring Plan completed fairly soon.  He and Jack will be considering what test equipment to purchase that will test: conductivity, turbidity, PH, chlorine, alkalinity and temperature.  If Ray and Jack go to Testing Classes there will be a shared re-imbursement between Forest Lakes and ERFM.

The Cross Connection Policy by the District will have to involve a survey of every household to be sure there are no cross connection issues.  Then the ones in question will have to have the proper equipment installed and inspected by a certified cross connection inspector such as Carla Ott of the City of Durango.  The Cross Connection Plan is a requirement of the Loan and State of Colorado.

 Loan Paperwork still involves mailing off the Minutes of the Special Meeting and a Summation Report on that meeting to Jeremy Wendt.

ThePump House Design is almost completed.  The building will be approximately 24’ x 28’ in size and the location may be closer to the pond than initially thought.  It will use 3 vertical turbine pumps with a double wall between the clear well and the raw water supply.  There is still a question as to how detailed the plans need to be for the State.

 Permits 401 and 404 will be applied for when the Engineers define exactly what we are doing and when.  There is a protocol that needs to be followed in the project.

 Reclassification of the Water System –No word as yet.

 Meters The new meters have no moving parts but run on a battery with a guarantee for 10 years.  AMR reader, and laptop,   Jack is getting costs for the equipment, labor and software.

 Pipeline Sizing – Jack and Ray are getting replacement costs for 6” vs. 8” pipe.  It may not be that much more to put in 8”pipe.  More on this in upcoming meetings.

 Water Rights No further information at this time.

 Source Water Protection Jack has been working on the ERFM’s piece of work needed .

 ADMINISTRATIVE REPORT:

Accounts Receivable  was given by Marsha Moreland, Administrator.  There are 6 Owners who will receive disconnect notices.  She feels strongly that those 6 will pay as soon as the disconnect date approaches.  There are still 3 lots will liens filed against them.  When accounts are having their water shut off the meter needs to be pulled so there is no turning it back on by the property owner.

 Accounts Payable:

A motion was made, moved and passed to approve the payables listed for this meeting.  (See attached listing)

Marsha is to order a fire proof file cabinet for the District’s permanent  files.

 ROADS:

 Pride Weed Control has come out to spraying in the subdivision along the roads, common areas and in the Bowman Tract.

 Bonds Construction will give a price on work that needs to be done in the subdivision.

 Water Truck Mark Anderson will drive the water truck for $20/hr. as needed.  His construction business is AJ Construction – 749-2234.
