EL RANCHO FLORIDA METROPOLITAN DISTRICT

REGULAR MEETING – November 6, 2013

 

The El Rancho Florida Metropolitan District held their regular monthly meeting on November 6, 2013.  The meeting was attended by the following Board members:

Steve Swisher – President
Jack Wasserbach – Vice President
David Ships – Treasurer

Also, present for the meeting were: Rex Emenegger – Grader Operator; Robert Ludwig – Water Operator and Marsha Moreland – Administrator. The meeting was called to order at 6:00 PM.

MINUTES:
A motion was made, moved and passed to approve the Minutes of October 2, 2013 as submitted.

WATER REPORT:
Robert Ludwig, Water Operator, explained that the water flows in the subdivision are 460 gpm for 20 psi. The fire flow required in La Plata County is for 2hrs. at 1000 gal/min. The District has plenty of storage but the line size is not good enough to meet those flows. The grant application is for $600,000 with a match of $600,000 (CWAPA Loan). The Engineer’s estimate for the project is $1.2 million with a 10% construction contingency. Engineering is $45,000 which is included in the $600,000. Robert then reviewed that application with the Board.

A motion was made, moved and passed authorizing DOLA application for Funds for the District’s Distribution Project.

Robert mentioned that that phone line to the pump house was cut by Rex while he was cleaning the ditches. So, there is no phone service at the pump house. There was a 22% water loss for the last month due to leaks occurring in the water distribution system. Those leaks have been repaired.

There was 619,720 gallons of water sold in October.

BP AMOCO PIPELINE REPLACEMENT:
Robert was called for locates on the water lines so they should be starting soon.

ACCOUNTS PAYABLE:
A motion was made, moved and passé to approve the payables submitted. (See attached)

ACCOUNTS RECEIVABLE:
Marsha reported that there were three accounts that would be receiving Shut-Off notices totaling $1209.83. Dahlstrom’s account is at $12,660.24.

ROAD REPORT:
Rex stated the water truck is adapted for pressure hosing the culverts. All culverts are cleaned out with the exception of Ken Charles, Dan Ruff and the culvert at Cassidy Drive and Brice Place. The Cassidy Dr. and Brice Place culvert needs to be hydro flushed by Crossfire at $235/hr. Ruff’s culver needs work as it is 12” lower than the actual ditch. It needs to be dug up and then raised. Charle’s culvert needs to be replaced. Ken offered to buy the culvert if the District would set it in and do the excavation. The Board wants to see if the ditch will drain now that it is cleaned. The culvert is opened at Ranchos Florida Drive now.

A motion was made to raise Ruff’s culvert and take care of the Brice Place /Cassidy Dr. culvert and use 3-4 loads of gravel.

The grader flashers do not work and the grader needs to have the electrical looked at before winter snow fall.

Trees around the pond, along the road edge and behind the pump house all need to be trimmed by Forest Scapes. The one behind the pump house needs to be cut down altogether before it falls on the pump house. A motion was made, moved and passed to have Forest Scapes do the trimming and removal of trees for $2650.

Rex also met with Rod Cook, County Extension Office – Weed Control. He surveyed the subdivision and will do a plan for the willows and weeds that need spraying in the spring.

REX’S CONTRACT:
After a brief discussion on the particulars of the contract with Rex minor changes were to be made and with those changes the contract was approved for 2013.

BUDGET HEARING:
The Budget hearing for 2014 is set for December 9th at 6:00 at 755 E. Second Ave., Ste. 2A. The regular monthly meeting will follow immediately after.

There being no further business the meeting was adjourned at 8:15 PM.
