EL RANCHO FLORIDA METROPOLITAN DISTRICT
REGULAR MEETING – November 7, 2012

The El Rancho Florida Metropolitan District Board of Directors held their regular monthly meeting on November 7, 2012 at 6:00 PM at 755 E. Second Avenue, Suite 2A, Durango, Colorado.  Those board members present at the meeting were:

Steve Swisher – President
Jack Wasserbach – Vice President
Tony Rocha – Secretary
David Ships – Treasurer
Robin Boucher – Director

Also present at the meeting were: Jennifer Goessel – Homeowner; Rick Johnson- San Juan Engineering, Marsha Moreland – Administrator to the Board and Robert Ludwig – Water Operator.  The meeting was called to order at 6:00 PM by the President.

JENNIFER GOESSEL – COUNTY PERMITTING PROCESS FOR HER GARAGE:
Jennifer Goessel explained that she is going thru the uncompleted permitting process for the garage, which is the main living quarters, on the lot.  The single wide trailer is not being used as a rental but an office/storage area.  Jennifer needs a ‘sign off’ from the District stating that the trailer is an accessory building and is considered a home office.  (No kitchen)  It will never be used as a rental.  This reclassifying the trailer came about due to refinancing.

It was agreed that the District will sign off as long as it clearly states the trailer is never to be used as a rental.  She will get the permit to Marsha for signing off on it for the District.

MINUTES: A motion was made, moved and passed to approve the minutes for October 3, 2012 as written.

WATER REPORT: (Monthly system update) There was a 10% water loss this past month.  Two meters are not working:  Boucher and Cheatham’s.  Robert stated the system is a good tight system.  He will not read any meters except the major use meters for the rest of the winter months.

Walt Dahlstrom’s meter pit was checked and a meter had been installed by Dahlstrom where Robert had removed the District’s meter for non payment of the water billing.  The illegal meter was being used – Dahlstrom has been stealing water.  After a brief discussion the following motion was made.

Motion:  A motion was made, moved and passed to proceed with Foreclosure on Dahlstrom.  Turn off the water again when papers are served by the Sheriff.  The Board will not tolerate water theft!

SAN JUAN ENGINEERING – PROJECT UPDATE:
Rick Johnson stated that things are going well and the gallery pipe is going to be laid, tied in and the wet well delivered.  There is a lot going on much excitement.  The pump station is coming on November 26th and will be ready to be tied in.  The foundation will be built soon and steel piers placed to keep the pump house from ever moving or shifting.

ACCOUNTS PAYABLE:  A motion was made, moved and passed to approve the bills submitted for payment.

ACCOUNTS RECEIVABLE:  The Board discussed the letter from Bud Smith on the foreclosure process.  It was agreed to have Jack speak with Sharon Couch on when they may be selling the lot of Ferraro’s.  Apparently John and Sharon co-signed on the loan for Emily & Art Ferraro and have been trying to fix up the property for sale.  It will be decided in January what action will be taken.

BUDGET HEARING:  The Budget Hearing will be held Thursday, November 29th at the regular meeting place of the Board meetings, 755 E. Second Avenue, Ste. 2A.  It will be followed by the regular meeting for December.  The Budget Hearing will begin at 6”00 PM.   Notices have been mailed out to all residents and posted in the Durango Herald.

NEW BUSINESS: There has been a Black Acura parked at the entrance of the subdivision and a Ford Silver truck across the road from the Acura.  There has been concern as to who these people are.  The Sheriff was called out and it was told to Jack that they were private investigators.  The cars are now gone.  No one knows just what they were investigating.

ROADS: There followed a brief discussion on having Rex grade the bridge approach, Ranchos Florida Drive and Cassidy Drive.  The grader is ready for snow!
There being no further business the meeting adjourned at 8:00 PM.
