EL RANCHO FLORIDA HOMEOWNERS ASSOCIATION
SPECIAL MEETING OF THE BOARD OF DIRECTORS – March 21, 2013

The Special meeting of the Board was held on March 21, 2013 at the 280 Sundance Circle at 6:00 PM for the purpose of discussing whether there is a need to consider amending the Covenants.  Other items for discussion will be the Reserve Fund amount and the Ditch Walker Contract. Present for the meeting were the following Board Members:

Jack Wasserbach – President
Rex Emenegger – Vice President
Pete Diethrich – Treasurer
Teri Roberts – Director

Marsha Moreland, Executive Secretary to the Board was unavailable for this meeting.  The meeting was called to order at 6:00 PM.

RESERVE FUND BALANCE:
After a brief discussion it was agreed to put it up for discussion at the Annual Meeting next February.

SHUMWAY CONTRACT:
Terms and conditions of the contract were discussed and agreed upon by the Board.

COVENANT WITH REGARD TO THE NUMBER OF ANIMALS ALLOWED:
After a lengthy discussion it was agreed that the Board can grant a Variance to a lot owner who has an `old’ horse that has a `limited’ life span, and 2 other horses on a 3 acre lot. There are two lot owners that can request a variance for the older horse to remain thru the time of its life on the lot, provided the other number of allowed horses per 3 acre lot is in compliance. Other lots are in compliance with the exception of one that has one horse too many – Kim Zook’s lot. It was agreed that Teri will go and give her notice of the violation and speak with her about coming into compliance. With the ability to grant a variance there is no need to revise the covenants at this time. Further discussion of the topic for future meetings.

There followed another discussion on the enforcement of the Covenants, complaints (procedure) and the issuing of Fines for non-compliance. Each Board member will review the Covenants further and get back for more discussion at the next regular meeting.

The meeting was adjourned at 7:30 PM.
