****REGULAR MEETING ****
The El Rancho Florida Metropolitan District Board of Directors held their regular monthly meeting on May 2, 2012 at 6:00 PM at 755 E. Second Avenue, Suite 2A, Durango, Colorado. Board members present were:
Steve Swisher – President
Jack Wasserbach – Vice President
Tony Rocha – Secretary
David Shipps – Treasurer
Robin Boucher – Director
Also present at the meeting were: Rick Johnson – San Juan Engineering, Robert Ludwig – Water Operator and Marsha Moreland – Administrator to the Board. The meeting was called to order at 6:00 PM by the President.
MINUTES:
A motion was made, moved and passed to approve the minutes for April 4, 2012 as submitted.
WATER REPORT: (Monthly system update)
Robert Ludwig reported that the booster pump station shut down and does need some attention. Residents on Brice Place had no water and he is adjusting the pressure for Oxford Place residents. The air in the lines is thought to be because of a bad seal in the pipe in the auxiliary well. The pumps were pumping 50 gpm. Jack & Robert will do more research as to why there is so much air in the lines.
Discussion followed on water usage and whether the meter at Herting’s was still leaking. Robert will check it out further when he reads the meters.
SAN JUAN ENGINEERING – RICK JOHNSON:
• Infiltration Gallery – The contract for Bonds Construction was at $26,330. The trench was dug 11 feet below grade and water was running like crazy. The new gallery was about running at 80 gpm while the old gallery was pumping 40 gpm. The new gallery is 120 feet long with 2 perforated 6” pipes laid in the trench. A liner was placed over the top of the trench of the new line that is 40 feet wide to keep debris out of the trench until the work is completed. There is now a valve to ratchet down the amount of water to be utilized. The water will be tested on Tuesday to prove it is potable for domestic use. The line will be flushed for a week first before putting water into the main lines. The plan is to submit to the State Health Dept. next week for approval. Rick Johnson feels good that the District has ample water for many, many years to come. The remaining work that Bonds needs to complete will cost approximately $10,000. Total cost should come out to around $36,330.
• New Pump Station – The size of the new pump station will be 11’x24’. It will be close to the river and out of the flood plain. It will accommodate filtration and treatment. The capacity of the wet will be more than adequate and will be of pre-cast construction. There are 4 canister filters that will provide the required filtration. It will be a `factory made’ pump station. Rick will get 3 bids from pump manufacturing companies. When a company is selected, then the company and District will be ready to build. Targeted start date for construction will be August 14th with a start up of the system on October 15th. Costs estimated to be as follows:
Construction by manufacturing company at $ 150,000
Bonds Construction on excavation 30,000
Engineering on Pump House 54,400
TOTAL COST = $ 234,400
A motion was made, moved and passed approving the contract with San Juan Engineering that amends the previous contract, not to exceed $ 54,400.
A motion was made, moved and passed approving the agreement, in concept, for Bonds Construction not to exceed $30,000.
WATER RIGHTS: Nothing to report at this time.
SOURCE WATER PROTECTION:
The group is now identifying possible hazards and implementing a plan.
ADMINISTRATIVE:
• Accounts Receivable- Marsha reviewed the listing of delinquent accounts. Shut off notices have gone out.
• Accounts Payable – A motion was made moved and passed to approve the payables as reviewed from the attached listing.
• Budget Comparison – Marsha will have thru end of May for the June meeting
ROADS:
• The grader is done on Friday with new cutting edges. The water truck will be serviced next.
Rex Emenegger’s road report was reviewed.
• Mag Application – The Board reviewed the Bond’s Construction proposal that David Shipps received for the mag chloride application. To prepare the roads, lay down gravel, water and apply mag the cost is $27,895 with an additional $8,255 for the cul-de-sacs and remaining roads.
A motion was made, moved and passed to accept the proposal of Bonds Construction for a not to exceed $37,000 with no mag on the cul-de-sacs.
• Weed Spraying – The Board has decided to pursue a new contractor for weed spraying. Marsha will call PRIDE and let them know that the District is getting other proposals. Robin and Marsha will work on getting new proposals. Robin will meet with the contractors and go over what the needs of the District are.
• Pond aerators – Tony Rocha will call John Krispin and find out particulars on the aerators at the pond.
There being no further discussion the meeting was adjourned at 8:30 PM.
