REGULAR MEETING – SEPTEMBER 3, 2008
A regular meeting of the Board of Directors was held on September 3, 2008, 6:00 PM at 755 East Second Avenue, Suite 2B. Board members present were:
Steve Swisher – President
John Krispin – Vice President
Tony Rocha – Secretary
David Shipps
Jack Wasserbach
Rex Emenegger – VP of HOA, Ray Smith – Water Operator and Marsha Moreland – Administrator was also available for this meeting. The meeting was called to order at 6:05 PM.
MINUTES:
The minutes of July 2 and August 6, 2008 were approved as submitted.
ACCOUNTS PAYABLE:
A motion was made, moved and passed to approve the payables submitted.
WATER REPORT:
Metered water produced was 1 million and water sold was 900,00 gal. The leak at Oxford Place has been part ob the water loss over the years. The system is running at 80% efficiency. He will be gathering more data for the actual amount of the water held in the distribution system and the tank.
Ray needs a chemical feed pump and kits for the auxiliary well with a cost of approximately $550. The unit will feed the new well directly with a pressure gauge set up and the water is metered.
A pressure transmitter cost approximately $150. It will tell pressure and level of the tank to the auto dialer for about5 $2500 to $5000. A higher auto dialer could be accessed from the internet. We will budget for 2009 the expense listed above and Ray will get with Marsha on other expenses for 2009 that might be needed.
APPROVAL OF THE RESOLUTION FOR THE BALLOT ISSUE `5Cā FOR THE NOVEMBER ELECTION:
After a lengthy discussion on the actual dollar amount to ask for approval on with the ballot issue in November, it was agreed to ask for $2,000,000. The mill levy is only assessed on the amount that is actually used and spent. It is a 2 mil. Credit line for approximately 10-12 years with a 20 year payback at 6% interest.
A motion was made, moved and passed to approve the Resolution for Ballot Issue 5C as submitted for the amount of $2,000,000.

ELECTION 2009, cont.:
Marsha will be doing the Tabor Notice for those individual homeowners that do not live in La Plata County but reside in Colorado. These must be done by October 4th.
CLASS II PERMIT:
Steve will call Nancy Lauro and ask for a bid to do the Permit Application and he will also call Greg Andruillus with Russell Engineering for the same. Jack will speak with Brett DiSpain for a quote as well. Rough cost could be $18,000.
UPDATE ON ENGINEERING:
The site survey is completed and waiting for results from Performance Surveying.
The Geo Technical is done in a couple of weeks and will get recommendations from Trautner Geo Technical.
Jack is getting quotes on the painting of the existing tank. It involves sandblasting the tank on the inside, coating the inside with 12 mil. And coating and sandblasting the outside with primer and polyurethane paint. Then disinfection upon completion.
Quotes for leak detection equipment are as follows:
A. To buy your own equipment it can run: $9700 for the Basic Unit.
$2500 for 2 days of training.
$1250 for the listening device.
TOTAL TO OWN = $14,000
B. To hire a professional to do leak detection, such as American Leak Detection, at $1250 per day for initial consultation, per diam plus mileage.
There being no further business the meeting was adjourned at 8:00 PM.
